He remarked, "It's evident that Russia is rushing to restart dialogue immediately after it hears about cruise missiles." These remarks referred to earlier comments about providing advanced missiles to Ukraine.

A former US state department official, a foreign policy expert, observed, "The Russian leader is attempting to disrupt the momentum toward greater pressure on the Kremlin." Fried continued, "The outcome will become clear on Friday, but the chances of achieving a ceasefire by pushing Russia to get serious seem to have diminished."

The situation followed the US president had recently been hardening his rhetoric toward Moscow until the recent call with the Russian president, which the Russian government described as "highly open and trustful."

EU Fuel Restrictions and Market Impact

EU authorities have set a requirement for fuel importers into the EU to demonstrate their fuels are not made from Russian oil, as stated in a official guideline released on recently. This measure is included in the EU's forthcoming prohibition on imports of fuels made from Russian crude, which forms part of its 18th sanctions package against Moscow over its military actions in the region.

Financial analysts noted that investment patterns appeared to be factoring in the potential reduction of India's purchases of Russian crude. Several Indian refiners are getting ready to cut Russian oil imports, with projections of a gradual reduction, as reported by sources familiar with the matter.

"This represents a positive development for the oil market as it would eliminate a big buyer of Russian crude," commented a market analyst, adding that oil prices were stable on the trading day.

Military Situation and Infrastructure Attacks

A massive Moscow's unmanned aircraft and missile attack targeted energy infrastructure in Ukraine's eastern regions on Thursday, causing disruptions in eight regions. Ukrainian officials stated that Russian forces deployed numerous of unmanned vehicles and dozens of projectiles, along with aerial munitions.

"This autumn, the Russians use every single day to attack at our power facilities," declared Volodymyr Zelenskyy, noting that attacks affected the regions of northern Ukraine, Kharkiv, central Ukraine, Sumy and Vinnytsia.

Global Political Reactions

Kyiv's envoy to the United States, the Ukrainian ambassador, asserted that Moscow demonstrated its true approach to peace through the "violence" of these attacks. "The Russian government yet again opted for missiles over talks, making this attack into a clear setback to current peace efforts," she said.

At the same time, the EU's top diplomat, Kaja Kallas, announced that the European Union had little option but to strengthen defensive systems against Russian threats. Kallas announced a "roadmap" to get ready for potential conflict by the end of the decade, including a novel anti-drone system to be completely functional by the end of 2027.

The proposed system, dubbed the "EU defensive program," is expected to start operations initially by the end of 2026 and be fully functioning by the following year. Brussels hopes to secure the backing of member state representatives at a meeting next week.
